Mr. Rowe has over 24 years of civil engineering management and design experience in Southern California.  As a Project Manager, he has been responsible for land development and public works projects ranging from commercial and residential subdivisions and site developments, to campus upgrades and commercial in-fill projects. 

Mr. Rowe has recently managed the design of several residential subdivisions including a 350-acre, 1100 unit, multi-phase development which included thousands of lineal feet of public storm drains involving multiple debris and water quality basins designed to public agency standards.  He has a comprehensive knowledge of the many requirements of government agencies involved in all levels of project design including the Los Angeles County Department of Public Works, Caltrans, and many other local agencies.
